On June 2nd, 2009, an armored car guard is shot and killed inside a Lakewood Wal-Mart Store.  The murder occurs in broad daylight in front of several witnesses and is captured on surveillance  video. Multiple local, state, and federal agencies respond to assist with the hunt for the suspects.  The investigation reveals the involvement of numerous subjects, including a Wal-Mart employee  and her live-in boyfriend. Plans of another murder are foiled as several people are arrested,  charged, and prosecuted in this case.

It began as a home invasion robbery with a shooting. This quickly changed to a homicide home invasion robbery, and a particularly brutal one. The father was assaulted and killed in the presence of his family.  The media release of a forensic sketch generated many tips. Then, a Patrol officer in Daly City CA stopped a car from Washington State. The occupants were arrested for weapons and drug violations. An alert employee in the California jail where these suspects were locked up had read about this case in the news. She recognized three new inmates matching the description of the suspects in this case and they happened to be from the Seattle area. By the time Detectives arrived the female suspect had been released. Detectives interviewed the two male suspects and obtained some information.  Using this information Detectives were able to identify the fourth suspect. Subsequent interviews and cell phone analysis connected all the dots.  The most terrifying part of this case was the fact that the suspects targeted this family through an ad they had placed on Craig’s List. All four suspects went to trial were found guilty.

Ontario Provincial Police This is the unbelievable case from Ontario, Canada involving the serial killer, rapist and sexually motivated burglar that terrified several small Ontario towns.  Relentless investigative efforts by multiple police agencies, led by the Ontario Provincial Police utilizing some tried and true tactics eventually identified the suspect.  What shocked investigators and everyone else was when it was learned that that suspect, Russell Williams, was a Colonel in the Canadian Air Force, and the current commander of one Canada’s largest military bases.  This case will be presented by the lead case Detective, Chris Nicholas, of the Ontario Provincial Police.  The case is rich in multimedia, and includes the incredible video recorded interview which resulted in a confession.
This is our first annual conference, to be presented exclusively in the “case presentation” format.  There will be no hours of dry instructional lecture, just real cases presented by real investigators.  This two and a half day  conference will include numerous high profile homicide case presentations, presented by the actual investigators, with a focus on “lessons learned”.  This conference is open to governmentally employed law enforcement officers and investigators, supervisors, lab employed scientists, analysts, prosecutors and medicolegal staff.  There will  also be a product vendor fair where relevant equipment and products will be on display.

venue this year is the beautiful and very new Little Creek Casino located in Shelton, WA, about 12 miles north east of Olympia.  This full service casino and resort has a fantastic 18-hole golf course, and all the gaming entertainment you would find in Las Vegas.  Click the photo at right for a link to their web site.
Tuition for the full two and a half day conference is $250 for WHIA members, $275 for non members, which includes a 2013 membership.  All attendees will receive admission to various occasionally hosted evening networking centers as well as inclusion in drawings for some fantastic door prizes. Tuition also includes several hosted meals, and admission to the evening social/dinner event to be held Thursday night.  Dinner will be followed by live music entertainment.  The special conference rate for hotel rooms will be $70 per night plus taxes.

Kool-Aid Video Torture Case Lakewood Police Dept. This investigation spans multiple jurisdictions and initiates from a video recording of the victim’s torture  that was recovered on a cell phone memory card. The content of the torture video is approximately 19  minutes in length and is extremely graphic. It entails the threats to kill and identifies potential persons  involved as well as the motivation for the murder. A body had not been recovered, there were no known suspects and the victim was only known by the  moniker “Kool-aid”. Through the use of informants, search warrants, forensics and cell phone  technology, seven suspects were arrested, charged and adjudicated in this murder. Through the  persistent efforts of Law Enforcement, Medical Examiners and Prosecutors this investigation came to a  successful resolution.
Café Racer Massacre Seattle Police Dept. This is the May, 2012 shooting of 6 people at two different locations in Seattle over a 32  minute period.  Initially, investigators were unsure if the two shooting scenes were even  related due to significantly varying suspect descriptions.  With SPD patrol, investigative and  CSI resources stretched to the limit with these 2 simultaneous scenes, somehow the  suspect was located walking down the street in a neighborhood across town.  Fortunately,  the suspect chose to not engage the officers that found him, instead he ended his own life  in front of them.  Only one of the 6 people shot that day survived.

A mother and her teenage daughter are killed in their rural home outside of North Bend Washington. A fire is set to cover up the crime and destroy evidence. A missing husband and father is the obvious suspect so finding him was priority one. Detectives soon learned however that this was no spur of the moment crime. This suspect had gone to great lengths in his plans to escape both law enforcement and society as a whole. Mike Webb, a lifetime radio DJ and personality, and one-time KIRO-AM radio personality, was reported missing mid May.  In April, a month prior to his disappearance, the former radio host texted his family and stated he was going on a trip to California, leaving his troubles behind.  The family knew something was wrong.  Webb would usually return calls when requested, but this time, did not. Family flew up from out of state and found the mail piling up, some of Webb’s personal property missing and the place looked like a flop house. Family received text communications from someone claiming to be Webb. The family begged for Webb to call to verify that he is alive, but they would only receive text messages. Despite filing a missing person report and deploying cadaver dogs in Webb’s Queen Anne house, it took months to locate Webb’s body. Webb had been bludgeoned with an axe by his lover and his body concealed  in the basement crawlspace. See how detectives investigated this case, uncovered the remains, located the suspect and ultimately obtained a video recorded confession.
